Mirai DAO Phase 3 (Q4 2023)

In Phase 3, certain governance aspects of the Mirai DAO (e.g. management of the DAO fund, deciding what sort of initiative are eligible for Mirai RP, etc.) will be handed off to owners of the "Mirai Council ID" Tamashi derivative.
